The DISA Procurement Directorate

The Defense Information Systems Agency's (DISA) Procurement Directorate includes the Defense Information Technology Contracting Organization (DITCO) which is the contracting “arm” of DISA.  DITCO is a “one-stop” contracting organization offering cradle-to-grave contracting services, including legal and robust financial services.  DITCO's mission is to procure global net-centric capabilities and support its customers through timely, quality and ethical contracting.   DITCO is funded completely through Defense Working Capital Funds.  As a member of the Defense Working Capital Fund, DITCO charges its customers a fee-for-service.  The DWCF goal is to recover its operating costs, not to make a profit.  In FY2006, DITCO lowered its long-standing fee-for-service from 2% to 1.25%.  This allowed a return to its customers of accumulated surplus from previous fiscal years.  DITCO has now drawn down to its break even point, so in FY2010, the DITCO fee will return to its previous 2% rate.  This 2% fee should provide sufficient revenues to break even over the long term.
