5.1 Business Transformation & Strategic Communications Directorate (BTSCD), Fort Belvoir, VA - Director Ms. Sarah Fidd

The Business Transformation and Strategic Communications Directorate (BTSCD) provides guidance, oversight, expertise and assistance to the PEO, Deputy PEOs and Project/Product Managers. The Director, BTSCD is responsible for strategy, business transformation, congressional, strategic communications and public affairs activities.

The Strategy section is responsible for the PEO EIS strategy map and scorecard.  The Business Transformation functional area implements the PEO EIS Lean Six Sigma deployment effort and executes the PEO EIS strategic plan.  The Congressional section serves as PEO EIS congressional liaison, providing a single point of contact for Congressional actions and engagements.  The Strategic Communications section is responsible for public affairs, graphic and video support, and Web site management.

The Field Support Directorate (FSD) provides guidance and strategic planning services to PEO EIS organizations fielding their systems or planning for sustainment.  The directorate serves as the coordination point of contact with Army and Defense leadership, external agencies and commands involved in fielding and related sustainment of PEO EIS systems.

FOSD offers staff subject matter expertise on standards for PM fielding and sustainment processes, and provides recommendations to the PEO.  The directorate conducts PEO EIS fielding concepts compliance reviews and provides assistance to PMs as they prepare and coordinate fielding and related sustainment concepts.  

FOSD assists with coordination of PEO EIS system transitions to other organizations, and coordinates support and common agreements that involve multiple PEO EIS programs.  FOSD also provides headquarters oversight of the PEO EIS Technology Applications Office (TAO).

Technology Applications Office (TAO) is a functionally integrated, task force organization designed to provide centralized, life-cycle management, engineering, fielding, and operation of IT and infrastructure projects, supporting programs approved by Headquarters, Department of the Army. TAO also provides operational support in identifying, developing, testing, and evaluating emerging technologies for interoperability and integration into information management equipment and systems.

TAO has a cradle to grave contracting capability and uses a full range of procurement vehicles, to include GSA (Federal Supply Codes 58 and 70 and related services), the Army Computer Hardware, Enterprise Software and Solutions (CHESS)­ Program and Government-wide Acquisition Contracts (GWACs).

5.3 Operations Directorate (OD), Fort Belvoir, VA - Director Mr. Reginald Bagby

The Operations Directorate (OD) provides assistance, expertise, guidance, and oversight in core competencies of human resources, business operations, personnel security, property and facilities management, technical operations, and contracting.  The Human Resources Division manages a full range of civilian and military personnel activities, including recruitment, placement, classification, training, employee evaluations and awards, and standards of conduct and ethics programs.  The Business Operations Division (BOD) leads Base Closure and Realignment (BRAC) activities for PEO EIS with concentrated efforts towards the transference of designated subordinate units to Fort Belvoir.  BOD also manages the personnel and operational security program, initiates and verifies security clearances and manages related training. The Technical Operations Division provides internal PEO EIS headquarters with IT support and services, including administration of user accounts and access permissions, as well as maintenance and operation of local area network (LAN) equipment, components, and infrastructure.  The Contracts Analysis and Compliance Division offers knowledge, tools, advice and oversight for contract life cycle support and acquisition planning for PEO EIS organizations.

The Program Management Directorate (PMD) provides acquisition subject matter expert guidance, oversight and assistance to PEO EIS project and product managers.  In this role, PMD provides guidance and support in the development and staffing of acquisition documentation, as well as ensures policy and regulation adherence to cost, schedule, performance, and supportability objectives for all PEO EIS programs.  As the PEO-level interface with HQDA, OSD, Joint Staff and other higher headquarters, PMD manages acquisition reporting, facilitates acquisition decision scheduling, coordinates official acquisition document approval and program transitions, and conducts program progress reviews and audit inspections.  PMD develops and executes the Planning, Programming, Budgeting and Execution (PPBE) and performs as the Chief Financial Officer (CFO) for PEO EIS.  In this role, PMD tracks, monitors, and analyzes program resources, monitors program funds for obligation, disbursement and execution, and develops, reviews and coordinates financial and manpower submissions to higher headquarters.  In addition, PMD administers the Military Acquisition Position List (MAPL) and Command Selection List (CSL) and Table of Distribution and Allowances (TDA).

The Enterprise Solutions Competency Center (ESCC) provides experienced and unbiased expertise, information, support and outreach services to the Army and other Department of Defense components. The ESCC serves as a center of excellence where users can learn at both the executive and technical level.

The ESCC is an unbiased Army resource providing consulting, education and training and enterprise integrated business environment solutions.  These three mission areas encompass seven practice areas including-
