The Navy has selected Rear Adm. William Landay to be program executive officer for ships. Landay will replace Rear Adm. Charles Goddard.
Landay is chief of naval research and director of test and evaluation and technology requirements at the Office of the Chief of Naval Operations in Washington. He has been chief of naval research since January 2006.
Rear Adm. Thomas Eccles is being assigned as deputy commander of ship design, integration and engineering for the Naval Sea Systems Command in Washington. Eccles is the command’s deputy commander of undersea warfare.
Brig. Gen. Jennifer Napper, principal director of operations and deputy commander of Joint Task Force-Global Network Operations at the Defense Information Systems Agency, has been reassigned as the commanding general of the 7th Signal Command at Fort Gordon, Ga.
Napper was assigned to the task force in 2007 and previously was director of command, control and communications for the Pacific Command.
Brig. Gen. Alan Lynn, DISA’s chief of staff, is also leaving the agency. He has been assigned as commanding general of the 311th Theater Signal Command at Fort Shafter, Hawaii. He came to DISA in 2007 after serving as executive officer for the Army's chief information officer under Lt. Gen. Steven Boutelle.
Capt. David Johnson is being assigned as deputy commander of undersea technology at Navsea. Johnson is major program manager for Virginia Class Submarine Programs at the Program Executive Office for Submarines.
