Army Warfighter Information Network-Tactical (WIN-T) http://peoc3t.monmouth.army.mil/ win_t/win_t.html The WIN-T program is the Army's communications system for reliable, secure, and seamless video, data, imagery, and voice services that enable decisive combat actions. The WIN-T system will establish an environment in which commanders at all echelons will have the ability to operate with virtual staffs and analytical centers that are located at remote locations throughout the battlespace.
The Army’s $7.8 billion WIN-T program will begin field-testing in October, with first implementation set for 2009. WIN-T will be the army’s main mobile communications system replacing all of the Army’s current radio equipment with a fully mobile battlefield communications platform including tactical communications nodes, mobile points of presence, vehicle wireless packages and soldier network extensions. WIN-T will move the Army toward its goal of providing Soldiers down to the company level secure data, voice and imagery while on-the-move over great distances and varied terrain.

Services such as installation, site survey, system configuration, asset tagging, image blasting, and custom imaging to support the equipment is also available.

ITES-2 is an indefinite delivery/indefinite quantity (ID/IQ) contract vehicle that provides the full range of IT services and solutions to the Government.
ITES-2S The ITES-2S scope includes a full range of services and solutions necessary for the Army to satisfy its support of Army netcentric goals with Information Technology (IT) services worldwide.

A recently issued FRI from the Defense Information Technology Contracting Office suggests that as it is phased out, DGS is the legacy platform from which strategies for operating and sustaining the Global Information Grid (GIG) will evolve.

Its mission is “to lead in the establishment and management of enterprise COTS IT agreements, assets, and policies for the purpose of lowering total cost of ownership across the DoD, Coast Guard and Intelligence communities. The ESI Working Group is comprised of members from major DoD Components and they appoint a Software Product Manager (SPM) to consolidate requirements and develop a business case, negotiate best-value deals, and administer the resulting agreements that develop and execute Software Asset Management within DOD and DISA.
FAST II Under the Flexible Acquisition and Sustainment Tool (FAST) contract, the Air Force Materiel Command buys a wide range of services to support various platforms. Services include equipment modifications, spares, repairs, services and systems acquisitions.

Navy Marine Corps Intranet (NMCI) http://www.nmciinfo.usmc.mil/nmci2/nmci.nsf/HomePage?openform NMCI is a leased-services, ‘seat managed’ contract under which the Navy and Marine Corps have continued to unify about 6,000 different smaller networks (and about 150,000 legacy applications) into what might be the world’s largest internal network. NMCI has risen from oft-criticized to partially successful program as the Navy and Marines have absorbed complex requirements for netcentricity, EA frameworks and the service-level contracting model. NMCI’s follow-on is the Navy Next Generation Enterprise Netowrk (NGEN), with contracting expected in 2010.

NETCENTS http://public.gunter.af.mil/aq/NetCents/Default.aspx or https://afway.af.mil NETCENTS is a $9 billion IDIQ contract for engineering, software development, integration, security and telephone services, as well as voice, video and data hardware and software supporting DOD’s Global Information Grid architecture. The 8-vendor contract is expected to be re-bid next year as part of a more comprehensive follow-on program, or set of programs. NETCENTS and its follow-on are considered crucial to the Air Force’s effort to ensure interoperability through standards-based tech. The contract also provides services such as configuration management, training, logistics and inventory management.
The purpose of the Air Force Network-Centric Solutions (NETCENTS) contract is to provide Air Force, Department of Defense and other Federal Agencies a primary source of networking equipment/product supply and a means of system engineering, installation, integration, operations, and maintenance for a family of Department of Defense (DoD) adopted commercially standardized networking solutions that are interoperable with Air Force, Joint, and DoD Standardized Networking Technical Architectures. The NETCENTS contract will include Network-Centric Information Technology, Networking, Telephony and Security (NCITNTS) Voice, Video and Data Communications to include (but not limited to) Commercial-off-the-Shelf (COTS) products, system solutions and systems hardware and software to satisfy the requirements for interoperability, compatibility, and resource sharing of both Government Furnished Equipment (GFE) and Contractor Furnished Equipment (CFE), supporting the Air Force’s Global Information Grid (GIG) architecture. NCITNTS is designed as a flexible end-user solution to embrace diverse current and future requirements, ensure interoperability through standards-based technology (using both GFE and CFE) and implement the constant evolution of state-of-the-art technology and system solutions, supporting initiatives such as the Defense Information System Network (DISN), Defense Switch Network (DSN), Defense Message System (DMS), Air Force System Network (AFSN) (Secret Internet Protocol Router Network – (SIPRNET), Non-Classified Internet Protocol Router Network – (NIPRNET)), Defense Research & Engineering Network (DREN) and Combat Information Transport Systems (CITS) program.

NETCENTS-2 The NETCENTS-2 contracts (i.e., NETCENTS follow-on contract) are designed to meet the challenges through the purposeful and dedicated use of innovative business practices and tools that establish teaming relationships between the Government and industry. The contracts will provide Network-Centric Information Technology, Networking, Telephony and Security (NCITNTS), Voice, Video and Data Communications Commercial-off-the-Shelf (COTS) products, system solutions and services to satisfy the Combat Support (CS), Command and Control (C2), and Intelligence Reconnaissance and Surveillance (ISR) Air Force and Department of Defense (DoD) requirements worldwide. The contracts will support the Global Information Grid (GIG) architecture; Defense Information Infrastructure (DII), Air Force, and Defense Communications Systems info-structure for computer networks and telecommunications network mission area, help the Department of Defense (DoD) achieve information superiority through Joint Vision 2020 and support the Systems Engineering Process (SEP) as specified in the DoD 5000-series. The contracts can support peacetime, deployed ruggedized environments, as well as wartime conditions. The contracts provide services and solutions for a full range of security domains (e.g., Unclassified through Top Secret/Collateral classifications, plus categories (e.g., special category (SPECAT)) and compartments (e.g., Special Compartmented Information (SCI))).

SeaPort-e http://www.seaport.navy.mil/default.htm SeaPort Enhanced (SeaPort-e) has made electronic procurement of Engineering, Financial, and Program Management support services a reality. Using SeaPort-e, the Navy Virtual SYSCOM (VS) Commanders (NAVAIR, NAVSEA, NAVSUP and SPAWAR) has adopted an integrated approach to contracting for support services.
The SeaPort-e portal provides a standardized means of issuing competitive solicitations amongst a large & diverse community of approved contractors, as well as a platform for awarding and managing performance-based task orders.
