Why the US needs a robust cyber arsenal

The United States must find a way to display its arsenal of operational hacking weapons to deter domestic and international cyber threats, said retired vice chairman of the Joint Chiefs of Staff Gen. James Cartwright, reports NextGov.

"You have to convince them that there is a price for any action that is counter to good order and discipline," Cartwright said May 14 at The George Washington University Homeland Security Policy Institute, adding, "That means you need an offensive capability."

Time is critical, said Cartwright, who expects a life-threatening incident to occur in the near future, perhaps in the civilian space, the story said. When breaches start to endanger human lives, in real time, it might make sense to respond as police do in "hot pursuit" without a warrant, he said.
