Navy appoints new chief of research

Navy Rear Adm. Nevin Carr has been named the new chief of naval research and director of test and evaluation and technology at the Office of the Chief of Naval Operations. Carr’s new assignment was announced by Adm. Gary Roughead, the chief of naval operations, in October.

Carr is director of the Navy International Programs Office.

In another appointment, Rear Adm. Charles Smith was named program executive officer for enterprise information systems at the Office of the Assistant Secretary of the Navy. Smith is vice commander of the Space and Naval Warfare Systems Command in Norfolk, Va.

Also, Rear Adm. Charles Lilli was assigned as director of the Supply, Ordnance and Logistics Operations Division at the Office of the Chief of Naval Operations. Lilli is director of logistics and engineering at the Northern Command at Peterson Air Force Base, Colo.
